Something I’m looking into at the moment with regards to an upcoming presentation, but I have interest for other reasons.
It turns out that PUPs though rarely mentioned are something that the Japanese have experience of and have provided assistance to a fair few countries on.
I’m wondering if the PUP model could be used to transfer knowledge on how to assist utilities in pro-poor approaches which look at expanding their coverage into low income areas?
